Board and Staff Compensation
The pay and benefits of every District Board member and employee are public. Each year the District reports them to the California State Controller, who publishes them on the Government Compensation in California website.
View District compensation on Government Compensation in California — choose Special Districts, then search for Chester Public Utility District.
General manager services are provided under a contract with Dynamic District Solutions, LLC. The agreement and its amendments are posted on the Contracts and Agreements page, and payments under it are public records available on request. See How the District Is Managed.
What the report shows
- Each position’s title
- Wages paid during the calendar year, including regular pay, overtime and other cash pay such as stipends
- The District’s cost for retirement (CalPERS) and for health, dental and vision benefits
- Board members’ meeting stipends and any other pay they receive
Why it is reported
State law requires every city, county and special district to report compensation so the public can see how public money is spent on pay and compare it with similar agencies. The Controller collects the same information, in the same format, from every local agency in California.
How and when it is done
- Who reports: District staff prepare the report from payroll records.
- What period: the prior calendar year (January 1 to December 31).
- When: due to the Controller by April 30 each year.
- How: submitted electronically using the Controller’s reporting template. The Controller then posts it publicly.
Pay schedules
The Board of Directors adopts a publicly available pay schedule that lists each District position with its pay rate, time base (such as hourly) and effective date. The California Public Employees’ Retirement System (CalPERS) requires this schedule (California Code of Regulations, title 2, section 570.5).
- Non-represented (non-union) positions — current pay schedule, revised October 27, 2026 (Resolution No. 465, Exhibit A Revised) (PDF)
- Resolution No. 465 adopting the revised schedule (PDF). It adds the Accounting Technician (Part-Time) and Equipment and Facilities Technician (Intermittent) positions.
- Prior schedule, effective July 1, 2026 — Resolution No. 453, adopted August 7, 2026 (PDF). Kept on file for five years as the law requires.
- Represented (union) positions — the salary schedule is in the 2022–2025 MOU with Operating Engineers Local 39, posted on the Labor Agreements (MOUs) page.
The law
- Government Code section 53891: requires the annual report to the State Controller.
- Government Code section 53892: describes the compensation information to be reported.
- Government Code section 53908: requires the District to post this information, or a link to it, on its website. This page meets that requirement.
