How the District Is Managed

The Board of Directors sets District policy, adopts the budget, and oversees the General Manager. The General Manager carries out Board policy and manages the District’s day-to-day operations.

General manager services under contract

Since July 1, 2025, the District has received general manager services under a Professional Services Agreement with Dynamic District Solutions, LLC, a California limited liability company. Bonnie Mullaney, the firm’s Manager, serves as the District’s General Manager. The current agreement runs from July 1, 2026 through June 30, 2027. The Board amended it on October 27, 2026 by Resolution No. 459.

The agreement describes the deliverables and outcomes the firm provides. It does not prescribe the hours, schedule, or specific methods by which the firm performs the work. The firm determines the manner, means, sequencing, and scheduling by which the deliverables are achieved, consistent with the agreement’s independent contractor terms.

Under the agreement’s Scope of Services (Exhibit A), the firm, acting through its Manager, provides:

  • A current financial summary presented to the Board at each regularly scheduled Board meeting
  • Recommendations to the Board on District policies and procedures for adoption
  • Negotiation and preparation, for Board approval, of memoranda of understanding, agreements, and contracts with government entities and private parties
  • Service as the District’s primary point of contact with regulatory agencies, and coordination of the District’s compliance with federal, state, and local requirements
  • An annual report to the Board cataloging the year’s accomplishments and challenges
  • Assistance to the Board in developing and updating the District’s written strategic and capital expenditure plans
  • Administering the District’s grant portfolio, including compliance with grant agreement terms, reporting deadlines, and reimbursement requests
  • Ensuring legally required filings, reports, and permit renewals are submitted accurately and on time
  • Serving as, or coordinating, the District’s designated labor negotiator in employer-employee relations matters
  • Overseeing District personnel administration, including hiring, supervision, and performance management of staff, consistent with Board-adopted personnel policies
  • Overseeing the District’s capital improvement projects, including coordination with engineers, contractors, and funding agencies
  • Overseeing District procurement and purchasing in accordance with Board-adopted purchasing policies
  • Overseeing the District’s risk management program, including insurance coverage and workplace safety compliance
  • Direction of District staff and outside consultants reasonably necessary to deliver these services

How the Board oversees the work

The Board holds the General Manager accountable for results through the agreement and the General Manager Position Description (Policy 2300). The District’s Worker Classification Determination policy (Policy 2310) sets out how the District decides whether a person providing services is an employee or an independent contractor.
