A cross-connection is any point where a customer’s plumbing could let water, chemicals or other substances flow backward (“backflow”) into the public water system. The District’s Cross-Connection Control Program protects everyone’s drinking water by requiring backflow prevention devices where a hazard exists. The Board adopted the program by ordinance on May 12, 2025, following the State’s Cross-Connection Control Policy Handbook.

What the program means for property owners
• The District surveys homes and businesses that may pose a backflow hazard, such as properties with fire sprinkler systems that use antifreeze, properties using recycled water, medical and dental offices, car washes, RV parks and gas stations.
• If a device is required, the District will notify the owner in writing with the type of device needed and a list of approved devices and certified testers.
• The property owner pays to buy, install, maintain and test the device.
• Each device must be tested at least once a year, and after it is installed, moved or repaired, by a certified tester, and the results sent to the District.
• If a required device is not installed, tested or repaired after a series of written notices, water service can be shut off to protect the public water system.
