Public Access to Ethics and Fiscal Training Records
California law requires certain local officials to complete ethics training and, beginning in 2026, fiscal and financial training. Chester Public Utility District keeps records of when each covered official completed training and who provided it. Under Senate Bill 827 (2025), the public may request these records. This page explains how.
Records you can request
- Ethics training records for Board members and other covered officials, showing the date each training was completed and who provided it.
- Fiscal and financial training records for covered officials. Officials serving on January 1, 2026 have until January 1, 2028 to complete their first fiscal training, so some of these records may not exist yet.
Additional training completed by Board members
Beyond the required training, Directors attend continuing education on special district governance and open-meeting law. Certificates posted so far:
- Tami Tharpe, Vice Chair — Tools, Tactics, and Templates for Real-Time Alerts and Public Notices, June 22, 2026 (PDF)
- Rick Paulsen, Director — SB 707 Brown Act Revamp, March 24, 2026 (PDF)
- Tami Tharpe, Vice Chair — Brown Act Update 2026, March 15, 2026 (PDF)
